Two Chester residents fined over illegal waste disposal

Two Chester residents have been fined after their household waste was illegally disposed of.
Gavin Roebuck, 38, of Fairford Road, Chester, and Nicola Ray, 36, of Meynell Place in Blacon, were sentenced on 20 May 2026 after pleading guilty to breaching their duty of care for household waste.
Both had handed over rubbish to an unknown third party, the court heard, but were unable to provide details of who collected it or where it was taken.
Ray was fined £100 and ordered to pay £300 in costs plus a £40 surcharge. Roebuck received the same penalties.
The offences relate to Section 34 of the Environmental Protection Act 1990, which requires householders to take reasonable steps to ensure their waste is only passed to licensed carriers.
An investigation by Cheshire West and Chester Council's Public Protection team led to the case. The council said both defendants were given the opportunity to engage with investigators but did not do so, and failed to pay fixed penalty notices.
Residents are being reminded to check that anyone removing waste is a registered carrier, confirm where it will go, and keep a record of the transaction.
