Plans submitted for more than 340 affordable homes at Chester city centre site

Plans have been submitted for more than 340 "affordable" homes in Chester city centre.
The proposals would see two apartment blocks built on Charterhall Drive, on a site currently used as a surface-level car park near Chester railway station.
Habiko, a joint venture between Muse, Pension Insurance Corporation and Homes England, has lodged plans with Cheshire West and Chester Council for 342 flats as part of the wider City Place regeneration area.
The company, established in 2024 with the aim of delivering 3,000 homes over the next 12 years, is now proposing one of its first major residential schemes in the city.
If approved, the development would replace a long-vacant brownfield site that was previously home to Premier House, which was demolished in 2018.
The scheme would provide a mix of one and two-bedroom flats, all offered as discounted market rent, with the majority aimed at smaller households and young professionals.
Around 60% of the homes would be one-bedroom apartments, with the remaining 40% made up of two-bedroom flats for larger households.
Designed by Shedkm, the buildings would rise to eight and 10 storeys and form part of wider regeneration plans for the City Place area.
The application states there is a shortage of smaller homes in the city centre, particularly one-bedroom properties for young working professionals.
Developers say the location was chosen due to its proximity to the city centre, Chester railway station and local amenities.
The scheme has also been described as sustainable, with plans to use energy-efficient design to reduce environmental impact during construction and use.
If approved, it would be one of Habiko's first developments, alongside a scheme in Warrington.
