Cheshire Police had launched an appeal following the incident, where shortly after 8.10pm, a 14-year-old girl was approached by a man riding a bicycle along Garden Lane in Chester.
The man had followed her for a short distance, before asking the girl to wait for him.
She declined and ran in the opposite direction.
A spokesperson for Cheshire Police said: "At 8.20pm on Monday 12 May, police were called to reports of suspicious activity in Garden Lane, Chester.
"The caller reported that a 14-year-old girl had been approached by an unknown man on a bicycle who spoke to the teenager.
"Officers attended the scene and there was no trace of the suspect.
"A 33-year-old man was later arrested in relation to the incident – he has since been released without charge."
During the appeal, chief inspector Paul Fegan said: "Incidents of this nature understandably cause concern within the local community.
"I would like to reassure residents that at no stage did the man attempt to touch the girl. She did the right thing by ignoring him and walking away.
"We have not received further reports of similar incidents in the area, but we take any incident of this nature extremely seriously and are working hard to identify the man and establish the circumstances."
