Council switches planning system as it prepares new Local Plan

Cheshire West and Chester Council has published a timetable for preparing a new Local Plan, which will shape how the borough develops over the next 15 years.
The council said it is switching to the government's new planning system after deciding its previous approach carried significant risks of failing to meet national deadlines or successfully pass examination.
It was decided the authority should move to the new system after officers concluded there was a risk the existing timetable could not be met. The council also noted that further changes to national planning policy are expected later this year.
A Local Plan sets out how land will be used, including where future housing, employment sites and supporting infrastructure should be developed. Councils are required to maintain a plan covering at least a 15-year period.
Cheshire West and Chester's current Local Plan was adopted in two parts in 2015 and 2019 and must be updated by 2030. The review has become more urgent following changes to the Government's method of calculating housing need, which have increased the number of new homes the borough is expected to deliver.
The first stage of the new planning process, known as 'getting ready', began on 12 June with the publication of a formal notice to commence and a new timetable.
Under the new national planning system, introduced in March 2026, councils are expected to adopt new Local Plans within 30 months of reaching the first formal gateway stage.
The council said consultation responses submitted during last year's Local Plan engagement will help inform the new plan, although some information may need to be updated.
More than 2,700 residents and organisations took part in that consultation, which sought views on options for future housing and employment growth, possible Green Belt changes, planning policies and the evidence supporting the plan.
Cllr Christine Warner, Cabinet Member for Homes and Planning, said: "Representations from more than 2,700 people and organisations were received last year. Comments made will prove useful to help guide the ongoing work on the local plan moving forward.
"We are now moving to the new system and ensuring it is based around firm evidence to empower decisions."
The council said it will continue to update the timetable as further Government guidance is published. Cabinet members are due to receive an update on progress when they meet on Tuesday 15 July.
