New Chester primary school set to get the green light this week

Plans for a new primary school at a major new housing estate look set to get the green light this week.

Cheshire West and Chester Council's (CWCC) planning application for the school off Wrexham Road will form part of the 1,330-house development already under construction there.

Outline permission has already been granted for the school - meaning it will go ahead - with councillors at this week's CWCC's planning committee only able to comment on certain elements of its design.

Built on a 1.49 hectare plot, the school will sit at the southern end of the development.

The two-storey school would accommodate 315 pupils and a 26 space nursery (providing 52 part-time places).

Phase one of the school includes eight classrooms along with the majority of facilities to support the completed school, such as the main hall, and administrative areas.

The second phase contains a further four classrooms and associated facilities, such as toilets.

The original scheme for the housing estate was approved in 2019, where councillors overwhelmingly approved the application.

Being built by Redrow and Taylor Wimpey, the KIngs Moat housing estate will completely surround the school over the next two to three years.

In its planning application, CWCC said: "The proposals have been drafted with an understanding of the immediate area, its character and identity.

"Throughout the design process, consultations have played a core role in the development of the scheme.

"The aim has been to develop the design to deter crime and provide a safe and secure environment for staff and students."

Support for the new school was expressed by some members of the public.

Commenting on the application, the Kings Moat Residents Association said: "The association is very supportive of the new school and hopes it can now be expedited after a series of delays.

"Support is given to the phased approach and the intention to extend the size of the building as more people move onto the estate."

Sustainable travel for residents was listed as one benefit of the scheme, with reduced travel time driving to other local schools.

The support highlighted other options for primary schools in the area, such as Belgrave or Overleigh St. Mary's are too far away, especially in the morning traffic, adding to the congestion on Wrexham Road.

A decision on this planning application will be made by CWCC's planning committee on Tuesday 3 December.

Some of the objections made to the application argued the scale of the two-storey building, and its "dominant appearance", is not appropriate for younger children.

However, the report states: "The scale of the building and the two storey arrangement is for functional purposes given the school site area, and the need to make efficient use of the space available to include relevant facilities.

"Two storey arrangements for primary schools are not uncommon."

Others questioned the need for the school at all, with some saying the money should be spent on improving local health facilities.

But again the council report rebuffed this: "It is understood that the Cheshire and Merseyside Integrated Care Board are considering options for new/improved health facilities."

The school site also lies opposite Moat Park, which is under construction and will be the main area of open space for the Wrexham Road development.
