Woman banned from parts of Chester following repeat drug offences

A woman has been banned from areas of Chester after a four-year Criminal Behaviour Order (CBO) was granted.

Vikki Willoughby, 38, was originally handed the order in February 2025 when she was sentenced for drugs offences.

Upon her release from prison, the order remains in place until 6 February 2029.

The CBO was applied for due to repeated drug-related offences. 

Under the terms of the CBO, Willoughby must not enter the area of Blacon as defined by the exclusion map.

She is however permitted to attend Western Avenue Medical Centre for a pre-arranged medical appointment and must go directly via the route of Western Avenue from Sealand Road.

Willoughby is also prohibited from entering any property, sheltered housing complex, supported living accommodation, care or nursing home provided by the local authority (Cheshire West and Chester Council) or housing associations.

This is unless visiting a family member, with the written permission of the manager responsible for the property/complex having been provided.

She must leave any premises if requested to do so by police, the landlord, or the local authority.

If Willoughby breaches any of these conditions, she will be committing a criminal offence.

Inspector Mat Beale, of Chester Local Policing Unit, said: "I hope this order, which bans Willoughby from entering areas of Blacon, will provide some reassurance to the community that we are doing all we can to deter criminality.

"CBOs are just one of the tools we have at our disposal to crack down on this type of behaviour and will allow us to take robust action if the restrictions are breached.

"We would urge anyone who sees her breaching any of the above restrictions to contact us via our website or by calling 101."
