Historic Chester pub could become HMO for over 30s

A former Chester pub could be converted into a house in multiple occupation (HMO) for the over 30s if plans are given the go-ahead.

An application has been submitted for the former Railway Inn on Brook Street, which would see it converted into an HMO with 10 rooms.

An HMO is defined as a building with individual bedrooms and some shared facilities, such as kitchens or bathrooms.

Built in 1880, the pub called last orders for the final time back in 2014 and was subsequently used as a funeral home until its closure in 2024.

According to the plans, the scheme would see one bedroom house the husband and wife owner/occupiers and who were previously directors of the former funeral home.

A planning application submitted to Cheshire West and Chester council, said: "Caring, residential landlords are able to ensure that their guests are kept safe, happy, warm and respectful to other household guests and the neighbouring outside community."

It said there are two communal kitchens, two dining rooms and a communal sitting room, with 5/6 car parking spaces located in the rear compound.

The plans said it was envisaged that residents would be single adults who were working, aged over 30.

It added: "The location will appeal to workers rather than students. Chester really needs HMOs willing to take single adults over the age of 30, many shared properties actively advertise for young adults."

It added: "This property will welcome residents over the age of 30. This property will be well maintained offering a comfortable living experience at an affordable and fair rent."

The application said retrospective planning permission was also sought for adding new plasterboard internal walls to divide the previously open plan ground floor.

HMOs have proven divisive both locally and nationally. Opponents say they place too much strain on existing infrastructure, while backers say they provide affordable accommodation for people who would otherwise be priced out.

The plans can be viewed on the Cheshire West and Chester online planning portal under the following reference number: 26/00320/FUL.
