Next phase of Chester Northgate regeneration moves ahead after consultation closes

Public consultation on proposals for the next phase of the Chester Northgate regeneration scheme, including more than 400 new homes in the city centre, closed last month.
Feedback from the consultation will now help shape the next stage of the project, which forms part of a major regeneration programme aimed at creating a new residential neighbourhood - alongside new public spaces and supporting infrastructure.
Phase two of the development is expected to deliver more than 400 sustainable homes, including affordable housing.
The aim is to bring more people into the city centre, support local businesses and increase footfall.
The plans build on phase one of the scheme, which opened in 2022 and delivered Chester Market, new restaurants and leisure space, offices, an 800-space car park and a six-screen cinema operated by Picturehouse. The first phase also created new public realm, including Exchange Square.
Alongside housing, the second phase also includes new public spaces and improved infrastructure designed to make it easier to move through the area and better connect key parts of the city centre.
The emerging masterplan also proposes the removal of buildings associated with the former Forum site, with the aim of opening up views of Chester Town Hall and improving its setting within the city centre.
Early design ideas take inspiration from Chester's historic street pattern, with plans focused on restoring a more traditional urban layout and improving legibility across the area.
Initial proposals also include a potential new cultural building opening onto Town Hall Square, which could provide gallery, performance and community space alongside exhibitions showcasing the city's heritage.
The regeneration of Northgate is a key part of the Chester One City Plan, which focuses on long-term growth and improving connections across the city centre.
In 2025, VINCI UK Developments Ltd and ION Property Developments Ltd were appointed as preferred development partners for the next stages of the scheme by Cheshire West and Chester Council.
More detailed plans are expected to be published ahead of a formal planning application.
