We're looking for an Independent Oversight Inspector. Based at our Capenhurst site location, you'll provide effective independent internal challenge to: secure increased regulator confidence that UUK conducts its activities in a safe, environmentally responsible and secure manner, which will then result in fewer and less intrusive interventions by external regulatory bodies and help ensure that regulator interventions do not raise significant issues that UUK has not already identified for itself. Reporting to the Head of Independent Oversight the role of an Independent Oversight Inspector is to provide assurance and challenge to the Licensee's compliance frameworks and capabilities. Core aspects of the role will include assessing/ inspecting the adequacy of the Site's arrangements and their implementation. At Urenco we're committed to giving you opportunities to be your best. What you'll do: • Undertake programmed (or ad hoc where justified) independent surveillance and interventions of the management system and its effective implementation, in order to assure the Head of Independent Oversight that all regulatory requirements are satisfied and identifying areas of strength and weaknesses making recommendations where appropriate. • Provide independent advice on the readiness of the licensee to start or continue work activities, including advising the Head of Independent Oversight and/or members of the relevant Lead Team on the readiness for Hold Points to be released. • Periodically review the adequacy of other tiers of the assurance model for the site (for example, self-verification, audit and inspection programmes), their effective implementation and timely resolution of issues arising. • Liaise with Regulatory bodies in order to maintain regulatory compliance and confidence. • Liaise with other Site licensees in order to benchmark performance and identify relevant good practice. • Support the gathering of intelligence (including performance indicators and horizon scanning) to inform a judgement about Audit and Inspection Programme priorities and the need for further surveillance or other interventions. • Support the production of periodic reports summarising the activities and outputs of the Independent Assurance function's activities. • Recommend immediate proportionate action to enforce necessary standards where demanded by the situation. • Assure governance arrangements through routine surveillance via attendance at licensee's and tenants' Safety Committees and other significant safety related meetings. What do you need to thrive in this role • Extensive experience of working in the nuclear industry or alternatively experience of other heavily regulated, high hazard industries. • Experience of influencing change to drive performance improvements. • Experience of interacting at all levels within the business (from the Boardroom to the 'shop floor') • Experience of interacting with Regulatory bodies and other external stakeholders. • Knowledge and understanding of national and international nuclear, environmental, chemo-toxic, conventional, transport, safeguards and security regulatory frameworks relevant to the business. • Understanding of requirements relevant to a nuclear operator in the UK, the UK 'high hazard' industry per missioning regime, and regulatory enforcement models. • Good understanding of the Site's operations and activities, the associated risks and their effective control and mitigation at both a plant and site level. • Knowledge of Investigation techniques and root-cause analysis. • Good planning and programme management skills. • Knowledge of Intelligent Customer requirements for the procurement of specialist support.
