Plans to move traveller site near Chester approved

A traveller site near Chester can now be moved after fresh plans were approved.

Planning permission for a family traveller site on land to the south side of the A51 Tarporley Road was granted on appeal in February last year after being previously refused in 2023.

The previous application included one static caravan, three trailer caravans, a day room, septic tank and landscaping for the Tarvin development.

And now a fresh application has been given the green light to change the previous plans to instead move the site to the western section of the land, away from the road. This includes moving the static caravan and three trailers.

With the number of caravans and trailers remaining the same, as previously approved, plans include increasing the size of the dayroom to 15m by 8m, but keeping it in its current location. 

The application does not propose an increase in the number of occupants on site, or the number of caravans and trailers, with the planning officer highlighting "it is simply a re-configuration of the site".

Noise was listed as a reason behind the move, with the applicant stating the proposals are "required" to "reduce the impacts of the noise" from the adjacent road to the site.

Tarvin Parish Council had previously objected to the plans, stating that moving the trailers and caravan to the rear of the site would simply allow room for more vehicles to park at the front of the land.

The appeal outlined permission for only one commercial vehicle to park on site, with any further vehicles breaching the application.

Further objections to the plans suggested the existing planning permission had already been breached.

Raising issues with parking, the officer report said: "Concern has been raised that this will exacerbate a current issue with more commercial vehicles parking on the front section of the site than is allowed by the appeal decision.

"Appeal states no more than one commercial vehicle for use by occupiers of the caravans hereby permitted shall be stationed, parked or stored on site.

"The potential breach of that condition is being investigated separately by the Planning Enforcement Team."

The increased size of the dayroom was "considered acceptable", given it was previously approved and therefore "would have an unacceptable impact on the character of the area".

Approving the proposals, the officer report said: "It is considered that the re-configuration of the site to move the trailers and caravan to the rear of the site, and the introduction of a larger day room, would not result in an unacceptable adverse impact on the character and appearance of the area."
