Plans for 110 new homes in Tattenhall have been refused by Cheshire West and Chester Council over concerns about the proposed housing mix.

A decision notice for Taylor Wimpey's scheme on land off Chester Road has now been published after the committee refused the application earlier this month.

Members voted overwhelmingly to reject the 110-home development on the 16-acre greenfield site, despite planning officers having previously recommended approval.

A key reason for the refusal was the mix of homes proposed, with the council stating that the development did not provide enough smaller properties to reflect identified housing needs in Tattenhall and the wider borough.

In the decision notice, the planning officer said: "The proposed development fails to provide a housing mix that appropriately reflects the identified housing needs of both the borough and Tattenhall.

"The scheme is disproportionately weighted towards larger three, four and five-bedroom market dwellings and does not provide a sufficient proportion of smaller market homes to address the evidenced need for one and two bedroom accommodation."

The report concluded that the proposal would "fail to contribute towards the delivery of a balanced and sustainable community".

The application, which was submitted last year, included 10 one-bedroom homes, 22 two-bedroom homes, 37 three-bedroom homes, 34 four-bedroom homes and seven five-bedroom properties.

A total of 33 homes were proposed as discount market sale, shared ownership and affordable social rent.

The housing mix had been a major point of debate when the application went before the planning committee.

Cllr Mike Jones, who called in the application, told members that more smaller homes were needed in the village.

He said: "We have young people who have lived in the village, who get jobs in the village but who have to move to Winsford, Northwich or Chester because they can't secure housing in the village."

Committee member Cllr Chris Copeman also raised concerns about the balance of homes proposed.

"I would like to move to refuse this application," he said. "It's an over supply of large homes with limited accessibility and affordability for older, disabled and young people."

Referring to a housing needs assessment carried out for the village, he added: "The housing mix is not based on local need. We know that the Tattenhall housing need assessment said there were more one to two bedroom homes that were a priority."

Tattenhall Parish Council had also objected to the plans, raising concerns about the impact of the development on local infrastructure and services.

Planning officers had previously highlighted the affordable housing provision as a benefit of the scheme, but committee members decided those benefits did not outweigh their concerns.

Eight members voted to refuse the application, one voted against and one abstained.
